Yep, that's what I encountered in the midi file and subsequently fixed (though I'm not sure the values I gave those controllers were exactly as were intended).
I used Anvil Studio, btw. It's not as easy for me to use as old CakeWalk3, but it get's the job done quite nicely.

I have my MT-32 and SC-88ST (With SC-55 compatibility mode) readily set up for use, and could probably record some of the soundtracks on demand. Are there any other criteria besides recording to FLAC?

Strike Commander, IMO, is one of those games that utilizes the MT-32's abilities to its fullest, Including an excellent "Dirty Guitar" custom patch. On second thought, it might be one of those "ain't broke - don't fix" cases. Here, have a listen: Strike Commander - Inflight Mix
